So as the title says I want to get started in programming and hacking.What is the first language that I should learn?If there is anyone willing to help me here and teach me here is my email : shadowphyre98@gmail.com .I know a little about C++ and HTML but I'm willing to learn any language.

You need to think about what field of hacking you are interested in, as different languages are required for different fields.

Well I'm interested in penetration and spying , so what language should I learn?I will learn HTML anyway because I need it at my school but beside that what should I do?Python?Thanks for the link anyway it was really helpfull.

If you're already learning C++ that's a great language to get your foundation. I'd argue it might be harder as far as first languages go but if you're already i there ;)

I know a little about C++ and how it works , just basic stuff . I'm not sure if I should start learning python or C++ .

Here's my answer, for what it's worth...

1. Pick a language. Don't worry if it's not specific to whatever "domain" you're currently interested in. Indeed, you're better off picking a general-purpose language as your first. In my opinion (and in this, the Year of Our Lord 2015), your first language should be Python 2.7.x. (Tons of free resources for students, huge library support, has the best interactive environment outside of Common Lisp.)

2. Find (or buy) a tutorial (or book) which will teach you the basics of the chosen language. If you picked Python (which you should have) this will probably be "Learning Python, 5th Edition" by Mark Lutz. You might also want to hunt down a copy of "Introduction to Computation and Programming Using Python" by John Guttag. It's a little more academic, but very good.

3. As soon as you can, write a command line utility which, when given an HTTP URL, will display the human-readable, plain-text of the document found there.

4. Tweak your command line utility by adding features you think might be interesting. Say, a command-line switch to print out a listing of all the javascript on or linked from the page.

5. For your second project, write a dead simple HTTP server which is capable of serving up requests to your command-line "client."

The above are the steps I recommend everyone take when they express interest in learning to program. But since you're here, I'll tack on another step...

6. Try to break your client and server in every way you can think of. When you find a vulnerability and devise a working exploit, patch it, then try to find another one. This isn't just incredibly fun (IMO) but a great way to learn.
