I would have to say the safest thing to do would be not to mess with anything you don't trust. After that if you still have to use a a file from an untrusted source, I've heard that using a VM (virtual machine) will help minimize the risk. Never tried it myself though.

Another great place to go is www.w3schools.com

I recommend starting by learning (x)html, if you don't know it. Once you have a solid understanding of that you can move on to things like javascript and php.

I recently read about a hole in myspace's video functionality that records everyone that visits a page. Don't know if it's been patched or not or how well it would apply to your situation. I also don't know the specifics, and you would probably have to know a thing or two about actual hacking to exp...

Sounds like you're talking about a DDoS attack. Which basically amounts to sending such a high volume of information to any particular server and/or site that it crashes under the strain.
