What's the best way to setup a home network? Why should I care about BGP?

I am creating a TCP server in the Python programming language and I was wondering, when I get to the part where it wants me to input the IP address and port number do I input my computers IP address and port number or my victims IP address and port number?

Tcp server?
I guess it depends on what you’re trying to do. What tutorial are you following? Only the client should have to worry about an ip address

At the beginning of the code where it says bind ip and bind port. Is it talking about my ip/port or my victims ip/port?

When you are creating a server, you are accepting connections from anyone. When you program a client, you are specifying the server IP.

Set your server IP to either None or '' to specify any interface, or you can specify the IP of the interface.
